CBO, ably expresses the qualities of the role, pulling the “Executional Tasks” viz. : Operations, Governance, Reporting with the “Tactical Tasks” : viz. Risk / Financial management and Strategy.

I run Benefits like a little business. That feels odd from something that is a cost, but it's not a cost it's an investment in your employees and the the idea is to save OPEX. In the past I have saved OPEX well beyond my consulting costs.
